ACHES and PAINS healthcare vouchers can help Grand County residents get the care they need, close to home. Depending on your insurance status and income level, vouchers can cover costs of some doctor visits, mental health visits, and prescriptions, plus well-child exams for children and acute or preventative dental visits for children and pregnant women. Supportive service vouchers are also available, to support needs such as gas or hotel stays for health appointments.
For Jackson County residents, children and pregnant women may be eligible for dental vouchers, and children and families may be eligible for vouchers covering mental health visits. Certain income, insurance, and residency requirements apply.

Support Needed for Our ACHES & PAINS Healthcare Voucher Program!
- The ACHES & PAINS program begain in 2005 as a temporary solution to offer access to care to people who are uninsured or underinsured and cannot afford it.
- 2,021 adults and children received 3,167 healthcare vouchers to support their medical, dental or mental health since 2015.
- Since January 2023, the Network has lost over $73,000 to cover healthcare vouchers and the work involved in managing the program.
- At the current rate, voucher usage in 2024 is forecasted to increase 80% over last year.
- We need $100,000 to keep up with the community’s increasing needs!
How to Apply
Voucher program enrollment packets are available at most Grand County medical, dental, and mental health providers, who can pre-screen you to see if you qualify. Enrollment packets must be completed before your appointment. Certain income limits, insurance and residency requirements apply.
Once your enrollment packet is complete, your provider will request a voucher for your appointment(s). Your provider will send your bill directly to the Grand County Rural Health Network for payment.

In 2023
- 124 Grand County adults and children received 342 healthcare vouchers to support their medical, dental or mental health needs.
- 83% of healthcare vouchers issued were for mental health services.
- 81% of surveyed clients missed no work at all, and 94% felt they would have missed more days of work without voucher assistance.
- Healthcare vouchers covered $61,344.48 in doctor, dental and mental health visits, as well as prescriptions and other health needs (compared to $35,358 in 2022).
